Centrosojuz of the Russian Federation  - non profit organization, voluntary consolidation of consumer societies of Russia, member of International Cooperative Alliance,  

unites: 

- more than 3 thousand of consumer societies;

- more than 4 million shareholders all over country.

Organizations of consumer co-operatives of Centrosojuz of Russia provides jobs for about 300 thousand people.

By the initiative of Centrosojuz of Russia:

- Association of Co-operative Organization of Russia was founded in 1998;

- League of National Unions of Co-operatives of CIS was set up in 2002.

 

History

Foundation of the cooperative movement in Russia is associated with the Decembrists.  The first co-operative society was established by exiled Decembrists at the Petrovsky factory in Transbaikalia (Petrovsk-Zaboykalsky) in 1831. "Bolshaya artel" had its own written statute, elected bodies and permission from the authorities to carry on business. The statute contained such co-operative principles as voluntary membership, democratic management and control, which even now are basic principles in the global co-operative movement.

By the end of 19 century there were already 557 Consumer Societies in Russia. In this period the idea of creating an All-Russian center - Centrosoyuz (MUCS - Moscow Union of Consumer Societies) was fulfilled.

In August 1896 a meeting of the Trade and Industry Congress took place at Nizhniy Novgorod Fair, attended by 60 representatives from 32 co-operatives of Russia. They discussed projects of the Regulation of alliances between co-operatives and The Normal statute of consumer societies and sent these documents for approval by Council of Ministers. On 13th May 1897 the Normal statute was approved, but Regulation of alliances tacitly rejected (the tsarist did not like idea of creating All-Russian unions, co-operatives changed their tactics and decided to hold congresses at the regional level.

However, in October 1896 and April 1897 Moscow Co-operators, together with representatives of Tver, Tula and Orekhovo-Zuevo consumer societies held three meetings, where it was agreed to create a country-wide association of consumer co-operatives under the auspices of the Moscow Provincial Union. Co-operators from 10 provinces of Russia were the founders of the All-Russian co-operative center under the auspices of the Moscow Union of Consumer Societies (MUCS).

The necessity of creating such a center was so clear, that on 16th June, 1898 the Russian government approved the Regulation of the Moscow Union of Consumer Societies. The first meeting of authorized representatives of the Union of Consumer Societies was held on 5th and 6th November 1898. They elected the Board (Bureau) of the Moscow Union of Consumer Societies (Centrosoyuz). By 1917, 285 unions and the 3167 consumer societies were members of Centrosoyuz (MUCS).

June 15, 1903 Centrosoyuz (MUCS) joined the International Co-operative Alliance (ICA).

After the February Revolution, on 19th September 1917 Ministry of Industry and Trade of the Interim Government notified Centrosoyuz (MUCS) about renaming it from MUSC to the All-Russian Central Union of Consumer Societies, securing the title Centrosoyuz. This formal act put an end to nearly 19-year period of the Moscow Union of Consumer Societies activity as nationwide co-operative center.

In 1918-1921 the external factor for corporation - the economic policy of the Soviet State - became crucial for economic and social activities of Centrosoyuz and its organizational structure. In 1918 all the unions of consumer cooperation were forcibly incorporated in Centrosoyuz and in March 1919 the system of consumer co-operation was established with the following structure: local consumer society - District Union - Provincial Union - Central Union (Centrosoyuz).  That is how the Soviet Centrosoyuz and Soviet consumer co-operation emerged - semi-governmental formations keeping only some features of co-operation.

In 1921-1928 consumer co-operation was relatively independent, but not for long. Admission fees and stock, electoral management bodies returned.  However, a few years later the party and government entirely mastered and commanded all segments of its business and internal life.

Prior to 1928/1929 financial year Centrosoyuz served as the All-Union and All-Russia institutional and economic center of the consumer co-operation system. Following the decision taken at the 41th meeting of representatives on Oct. 1, 1928 Centrosoyuz RSFSR was separated from Centrosoyuz USSR   as an independent organization.

But less than two years later at the second congress of consumer co-operation in Moscow in July 1930 it was decided to unite management and control of Centrosoyuz USSR and Centrosoyuz RSFSR. Centralization of administrative structures was a general trend in the Soviet economy, and consumer co-operation being subordinated to the Soviet government, there was no way to avoid it. Only in 1954, at the 4th Congress the Russian Union of Consumer Societies (Rospotrebsoyuz) separated from the Soviet Centrosoyuz once again. Soviet republics had their own Republican consumer unions, members of the Soviet Union Centrosoyuz.

In April 1991, Rospotrebsoyuz was renamed to Centrosoyuz RSFSR, and in January 1992 - to Centrosoyuz of the Russian Federation (Russia).

In December 1991, the State ceased to exist, as well as Centrosoyuz USSR.

In June 1992 the Supreme Council of the Russian Federation approved a resolution "On implementation of the Russian Federation Law "On consumer co-operation in the Russian Federation ", according to which Centrosoyuz of the Russian Federation is the legal successor of the former Centrosoyuz USSR property, located on the territory of the Russian Federation and in foreign countries.

The first steps of modern Russian co-operation turned out to be very difficult. A transition to market relations followed by price liberalization and hyperinflation devalued current assets of consumer co-operation. Purchasing power decreased, which entailed the closure of the co-operative enterprises and a sharp decline in activity, most co-operative organizations became unprofitable, some  went bankrupt. In 1991-1995, substantial damage to the property of consumer co-operation was caused by a wide-spread, but poorly thought out campaign of commercialization and corporatization.

In 1996-1998 as the signs of economic stabilization appeared the falling of rates of all economic and consumer co-operation indicators slowed down. Co-operation began to revive itself on the basis of its traditional principles and values. Since 1999 the Russian consumer co-operation has been developing steadily as a socially-oriented system.

 

Aims:

-  strengthening the unity of consumer cooperation’s system;

- building up and spreading cooperative ideology, philosophy and culture;

- defending the democratic basis , cooperative values and principles;

- coordination of the activities of consumer societies and its unions;

- protection of property and other rights for consumer societies and its members, unions of consumer societies;

- representing consumer societies’ interests to governmental and local authorities, international organizations;

- providing information and other services to consumer societies and its unions.

Central union of consumer societies of the Russia unites:

- more than 8.4 thousands sections for consumer goods’ production;

- 6.7 thousands purchasing centers for agricultural products;

- 30 thousands domestic services centers;

- 7 thousands public catering establishments;

- 50 thousands shops.

The enterprises of consumer cooperation grow grain, fruits and vegetables. They produce meat and dairy products, soft drinks and beer, bakery and confectionary products, canned and semi prepared foodstuff, the items for repair and construction, wool products and fair. Also they procure medical herbs, both fresh and dried mushrooms an berries from ecologically clean areas, agricultural products grown in subsistence farming

  

Education

     

More than 100 000 students get education in educational institution of consumer cooperation.
There are 48 branches of study in higher and secondary educational institutions and 15 academic branches of study in postgraduate studentship as well.
 

The system of cooperative education consists of:

- Russian university of cooperation (RUC), 22 RUC’s branches (located on the territory From Kaliningrad to Petropavlovsk - Kamchatskiy);

- educational institutions of secondary professional education: 53 technical secondary schools and colleges as well, and its 91 branches;

- educational institutions of elementary professional education: 2 training colleges, 1 lyceum;

- scientific research institute of consumer cooperation founded in 1965.

 

Healthcare

   

Centrosojuz of Russia has its own medical institutions - Hospital and Clinic.
There is wide range of medical services and laboratory diagnostics such as ultrasonic scanning, endoscopy, radiography in both of them.

            Amendments to the Law on consumer cooperation were accepted by State Duma

           The legal act on the «Amendments to the Law on consumer cooperation of the Russian Federation (consumer societies and its unions)» is directed to suppress the cases of illegal disposal of the cooperative property and the malusage of the officials of the consumer societies.

          On the first reading, 19 October, the State Duma accepted the amendments to the Law on consumer cooperation. The legal act is directed to suppress the cases of illegal disposal of the cooperative property and the malusage of the officials of the consumer societies (and its unions). In the act is suggested to improve the control of preservation of the cooperative property. In particular, it should be done by the updating of the revision mechanisms in the system of consumer cooperation.

         For now each organization is obliged to revise the financial and economic activity till the end of the financial year and present the result on the general meeting. To exclude the case, when under the form of the consumer cooperation, there were established the credit cooperatives, in the act is suggested to limit the sum of the loans, which consumer society can give for its partners or other citizens, on the rate of 10% of the total volume of the income, receiving by the consumer society for the realization of the goods and services.

           «Our proposal is directed to the protection of the property rights of the consumer societies and its unions», - marked Valentin Denisov, The Head of the Committee on the agriculture of the State Duma.

           These amendments also directed « to enforcement of the material and technical basis and regulation in the question of the appointment to and removal from the direction post of all three levels – local, region and federal» - noted Denisov.

           The necessity of these amendments, according to the words of Valentin Denisov, connected with the cases of scandals in some regions, taken place because of the illegal disposal of the cooperative property.

           Support for consumer cooperation!

          On the 3 of October the First Deputy of Prime Minister of the Russian Federation Viktor Zubkov had the working meeting with the Chairman of the Council of the Centrosojuz of the Russian Federation Evgeny Kuznetsov.

          They’ve discussed the questions of development of the consumer cooperation and its inclusion into the governmental program of the development of the agriculture and the regulation of the agricultural markets for 2013-2020.

         Ahead of the preparation to the 180 Anniversary of the cooperative movement in Russia, Viktor Zubkov noted the necessity of the further development and support of the consumer cooperation, highlighted that cooperation always assists the villages, both in supply of the production and in the employment of population.

           Evgeny Kuznetsov ensured the First Deputy that cooperators continued to implement the important mission of serving the people and would always protect the interests of the villages.

           President of Bashkortostan had the meeting with Chairman of the Council of Central Union of the Consumer Cooperation Societies of Russia.

          The talks between the President of Bashkortostan Rustam Khamitov and the Chairman of the Council of Central Union of the Consumer Cooperation Societies of the Russin Federationa Evgeny Kuznetsov took place in the House of Republic, 21 July. During the meeting was discussed the further development of consumer cooperation in the Republic.

            Shorthand record at the beginning of the meeting:

            Rustam Khamitov: Welcome to Ufa. It’s a pleasure to meet you again!

            Evgeny Kuznetsov: It’s my fifth visit.

          Rustam Khamitov: Earlier there was such important and very strong organization as Bashpotrebsojuz. By virtue of different reasons today this organization is neither powerful, nor authoritative. That why I suggest to discuss the opportunities of restorations its positions. Today we understand that there is the sector both in agriculture and in the small business, which could be occupied by the cooperation.  And today it’s absolutely necessary to search for the ways of the restoration, if it is possible of course. Or may be some new format? What can you offer?

            Evgeny Kuznetsov: Rustam Zakievich, first of all, let me thanks you for the opportunity of this meeting. I’ve been waiting for it for long, because I know, that the economic process develops peculiarly in the republic – You stress the special attention to the countryside, its development and social-economic situation. And sure, the potential of such a structure as Bashpotrebsojuz could be successfully used. Unfortunately we observe the decline of the economic growth not only in Bashkiria, so I can’t call the situation there as extreme. It’s normal. But, of course there is serious potential for development. It touched all the System of Union, there were both subjective and objective reasons. From 1990-th, somewhere consumer cooperation could integrate into the changeable economy, somewhere, unfortunately, we lost the positions.

          But general trend of the last 4 years – is the development. There is the number of the President and Prime-minister resolutions. Viktor Zubkov helped as to include the system (of consumer cooperation) in the federal program. Today it’s the great celebration there, on the territory of the republic – 95 anniversary of the Bashpotrebsojuz and 140 anniversary of the cooperation in the republic.

            Rustam Khamitov: Will be in the good health, we’ll celebrate the 100 anniversary!

         Evgeny Kuznetsov: Yes, you know, Bashpotrebsojuz takes the 7th place in the system, by the index of the common volumes of activity. If we take separate sectors, for example supply operations of the development of the public catering – Bashpotrebsojuz is in the first trio. But I absolutely agree with you – the potential is much higher. First of all – is the population of the republic. The best consumer societies – they are your neighbors – Tatarstan, Chuvashia, Udmurtia. And we consider Bashpotrebsojuz also in the leaders…

           I would like you to look through the opportunity of the preparation the program of the maintenance of the consumer cooperation on the territory of the republic, where could be reflected the support of those kinds of activities, which are considered to be the priorities for the republic, and in which could be focused the activity of the consumer cooperation.

          And such program could be presented in the short-range period: there will be the important meeting on the problems of the development of the consumer cooperation, in Ufa, in September. Rustam Hamitov promised that he invited the heads of the economic and agricultural sectors of the government of the republic, the heads of the region administrations and the consumer societies. As the result of the meeting there will be accepted the proposals for the Program of the Cooperation Development in Bashkortostan.

         Such attention of the authorities for the cooperative theme is especially important, on the background of the recent developments, when there were some attempts of the raider usurpation of the Bashpotrebsojuz actives: some peoples from the previous government of the republic have distributed negative information about the activity of Bashkortostan cooperatives.

          According to the words of Evgeny Kuznetsov, jn the meeting with the president was also the Chairman of the Council of Bashpotrebsojuz Mansur Abdullin. There we discussed the perspectives of one of the largest union of the consumer societies. «I’m sure if president of the republic gives his support to the consumer cooperation, it will substantially increase the employment of the villagers and improve the social-economic situation on the countryside».

            Vladimir Putin: to look attentively at cooperation.

           The Chairman of the Council of the Centrosojuz of the Russian Federation took part in the V-th Session of the Russian nongovernmental organization «Russian Agricultural Movement», which was held in Rostov-on-Don.

           In his speech on the session, First Deputy of the Prime Minister Viktor Zubkov marked that «Russian agriculture shows the positive indexes on the key trends. The temps of the development of some indexes are unprecedented. The volume of the agricultural production had grown on 15,3%. The volume of the production of the fowls had increased on 84%, pork – on 43%. Fish production had also increased on 11%. At the same time the import of foods had descended more then on a third – on 32%».

          He also noted that farmers «still have significant reserves to increase the volumes of production. Russia has natural competitive advantages. In our hands we have about 10% of all global arable lands, forth part of all sweet water recourses, sizable stocks of mineral fertilizers. So, we have all basic resources to produce considerable volumes of high-quality and, what is really important for today, safe production».

           At his speech Viktor Zubkov put ambitious but real task «to become the leader in the rate of world grain-export countries»; he noted that «because of our competitive advantages, we could achieve this goal, all what is need – to work hard».

           He makes sure everyone that the Government will support those producers who will solve the key problem – to supply the country with the qualified and safe agricultural products.

          One of the key questions on the agenda was the election of the Chairman of the Russian Agricultural Movement. The presented candidate of First Deputy of the Prime Minister Viktor Zubkov was adopted unanimously.

           Also was unanimously adopted the new membership for the Central Council of the movement, and the Chairman of the Council of the Centrosojuz of the Russian Federation Evgeny Kuznetsov was included there for the next period.

           Russian Prime Minister Vladimir Putin congratulated Viktor Zubkov and all the delegates on this choice: as Zubkov knows the backgrounds of the agricultural problems, and previously had saved some «crashed state farms», «Viktor Zubkov can make a good job on this place, in the nongovernmental organization».

           Vladimir Putin noted that almost 13 additional billions of rubbles were granted to support the agricultural sector in the spring 2011, even in the conditions of necessity of decreasing of the the budget deficit. «It’s not the secret that we, in Government, consider necessary first to liquidate the deficit, and only then to decide how to allocate the additional incomes. But we make the exception and take the additional funds from the incomes».

         He reminded that in the summer of 2012 there will be adopted the new program of the agricultural development 2013. In particular, there will be included the rage of new independent spheres: the maintenance of food and processing industry, the maintenance of small-scale business on the countryside, the development of the food market infrastructure, the increasing of the effectiveness of the economic regulating instruments for the food market, the preservation of the soil productive capacity, the expansion of the livestock sector support measures.

          According to the experts, in the forthcoming year Russia will have the opportunity to export 15 millions of tons of grain, and return in the number of the leaders of market.

          Again Putin confirmed the decision of resume the grain export from the 1 of July.

         He also entrusted Rosselkhozbank to expand the number of the collateral security of the agricultural loans. «I suggest to think about the expansion of the possible number of collateral security, for example, to give loan against a pledge of the rural areas or the future harvest. – said Putin, «I ask the governing body of Rosselkhozbank to prepare the proposals for the Government, previously discussed it with Russian Agricultural Movement and sector unions».

         During the dialog with the region representatives, Putin promised to do «everything to maintain the ministry plan of the telecommunication development of the countryside, including the procurement of the mobile telecommunication».

         One of the key topics for the Prime Minister of the Russian Federation was the problems of the rural areas turnover: «Act on the Lands – is, was and still remain crucial for Russia. We actively work on it. I think you are right. Our colleagues did what they thought right, but all connected with these shares, I don’t want to call it wrong decision, but all these are very difficult, and if we don’t do something in this direction, all of thist will come to dead-end. But we look carefully the suggested decisions, and we are going to realize it in the near future. I’ve already told this on the meeting with farmers. But the problem is really difficult, and we have to solve it in the way, which do not lead to the infringe upon interests of those share-holders, and the development of farming’s. Particularly, I told about the unused rural areas. It’s necessary to limit the period of time, while any companies, specially sub purchaser could hold these areas without using them. In this case we could just confiscate such areas.

          There are many different proposals, which we are going to realize in the near future».

         On the one of the statement of the participant, that «We don’t see cooperation there», the Chairperson of the Council of the Association of the Consumer Cooperation of the Volgograd Region Liudmila Kovalenko, answering with proud – «But it is!»

          Vladimir Putin laconically answered: «It needs the development».

         Liudmila Kovalenko expressed the reservation that if the insurance rate will be held on the 30% level, it could lead to the bankrupt of the enterprises. She reminded the Head of the Government that cooperation support the unprofitable shops. «And we support them, even if we know that they are unprofitable, because we understand that no one but us will support their activity. We spend for the, 25 millions rubles annually. And it happened not because we are too reach or we don’t know how to count, but because we are trained so in the system of the consumer cooperation, because cooperation has always worked together with authorities, fulfill the directions of authorities in the carrying of the population…»

          Vladimir Putin continued the idea of support the cooperation:

          «You said that authorities always carrying of the population. We agree with it. For this purpose we have increased the pension level in the previous year, proclaimed the programs on the healthcare and education modernization, including the countryside. It required the additional resources, especially in the period of crisis. We’d planed to raise the social benefits and to implement the insurance principles of the formations of such funds on the 1 January 2010. Whereas the difficult crisis situation of the whole national economy and its sectors, we’d put these expenses into the budget, and without the raise of the social contributions, financed them all from the reserved funds, accumulated in the previous years. But we could do this way each time: we just exhaust all those funds and blow the budget. That’s why we’ve decided to raise the social contributions, the level of 34%, you know. But then, taking into account the positive dynamic of the economy of this year, we reviewed this decision. It was proclaimed on the Economic Forum in Saint-Petersburg – 30-20%. I understand that even 30% it’s too much for you. Now I can tell, that after the adoption of the decision on the decreasing of the social benefits, the loss profits of the federal budget estimated in hundreds billions of rubles. And at this time, I can definitely say, I don’t know where to take the facilities for different programs, including the subsidiary of the rates for agricultural sector and others, which we discussed today – the healthcare development, subsidiary of the accommodation for young specialists, etc. And it is happened in the conditions of the deficit. But, nevertheless I want to mark – whereas the positive dynamic of the economic development, we shall see what we can do for such enterprises like yours. May be to decrease the rates from 30% to 20%...»

           General Assembly of the Cooperatives Europe: exchange of experience for common success.

           The General Assembly would have been taken place earlier in 2010, but because of the eruption of the Island volcano Eyjafjallajökudl and the clouds of ashes in the sky, many of the delegates couldn’t achieve the russian capital. Even in this spring another volcano Grímsvötn made nervous the organization part – Centrosojuz of Russian Federation, but the eruption of this volcano fortunately came to an end.

            The forum of the continental cooperators was opened by the Co-Chairman of the association Felice Scalvini. He marked the difficult work which had been accomplished by the Centrosojuz governance in connection with the organization of the Assembly Meeting in Moscow, and gave them the words of thank on behalf of the Association. Then he gave the floor to the hosts.

            The Chairman of the Council of the Centrosojuz of the Russian Federation Evgeny Kuznetsov read the Letter of Greeting from the President of the Russian Federation Dmitry Medvedev. The head of the State warmly welcomed the delegates, who come to the Assembly from 42 countries, and noted that «such a large-scale forum in the russian capital – is one of the key steps on the way of the preparation to 2012 – the proclaimed by the General Assembly of the United Nation Organization International Year of Cooperatives». Russian President believed that the exchange of opinions regarding the role of cooperatives in the tackling of the modern European economic and social challenges as well as regarding the measures of collaboration with the authorities and the analysis of the acting and perspective models of the cooperative movement development could help to produce new practical initiatives.

            During his speech the Chairman of the Council reminded the last year's eruption of the Island volcano, and that only Bulgarian and Italian delegations could achieve Russia. Then he reported that by the initiative of the Centrosojuz the Chairman of the Bulgarian Central Union Peter Stefanov and the head of the Italian delegation, Co-Chairman of the Cooperatives Europe Felice Scalvini were awarded the medal «For Courage and Honor».

            Evgeny Kuznetsov then marked that it is very important that the General Assembly, anticipated the UN International Year of Cooperatives 2012, taken place in Moscow. ATES Summit in Vladivostok in 2012, World Student Games in 2013, Olympic Games in 2014, World Hokey Championship in 2016 and World Football Championship in 2018 – all this events were trusted to Russian Federation by the world community. The General Assembly of the Cooperatives Europe – is one of their kinds.

            «Three days ago exactly in this room the Chairman of the Government Vladimir Putin had the meeting with the international business representatives and call for the «creation of 25 millions of modern and high-quality jobs in the next 10-15 years, doubling the level of GDP per person» - said Evgeny Kuznetsov. He also emphasized that the prestige of the consumer cooperation in Russia had increased in last few years; it had been also accompanied by the enforcement of its reputation in society, together with the increasing of the economic and financial support from the Legislative bodies, Government institutes and the region authorities. He believed that the General Assembly would help to enforce the cooperation contacts for more rational use of the resources, growth of the labor efficiency, stimulation of the exchange of goods, services, knowledge and good practice.

            «Uniting in the single cooperative front, we could help to promote our movement and to solve the important social-economic problems» - noted Evgeny Kuznetsov. At the end of his speech he wished all delegates the full-fledge and effective work.

            The Co-Chairman Felice Scalvini, the President of the International Cooperative Alliance Dame Pauline Green, the Director of the Cooperatives Europe Klaus Niederländer, the Vice-Chairperson of the Russian State Duma Nadezhda Gerasimova, the Deputy Minister of the Agriculture of Russia Alexander Petrikov, and the Member of the Agricultural Committee of State Duma Nadezhda Shkolkina had spoken on the opening session. All of them noted that the exchange of the cooperative experience of different countries will serve for common success of the cooperative movement.

            Felice Scalvini in his speech marked that rapidly changed global economy make new challenges and problems for cooperatives all over the world, and that the participants of the Assembly should estimate both the chances of cooperation for development, and the possible ways and strategy of this development. He also noted that the cooperative solidarity, social responsibility, traditional cooperation values still remain inviolable. And the task of cooperatives is to increase the solidarity, to preserve the identity, to continue the development, to solve the problems of unemployment and to cover the requirements of its members.

            In the case of comparison the economic subjects with the «Hares and Turtles», Felice Scalvini named cooperatives «Turtles», who even through crises move persistenly, steadily, with the measured temp, without any temptation of any highs and lows of the privately-owned business. In his opinion, the cooperation all over the world overcame the Global Financial Crisis and perceptibly helped to save the economy of their countries. That’s why it’s so important to share this experience.

            The President of ICA Pauline Green also spoke about the importance of the good practice. She emphasized that: The decision of the United Nation of the nominating 2012 – The International Year of Cooperatives gives us the opportunity to demonstrate the scale and effectiveness of the cooperative movement. Cooperatives should make deserved contribution into the global answer on the economic and social challenges of the XXI century. She particularly marked that the collapse of the corporate financial sector in the period of crisis, following recession lead to the lack of credits, growth of unemployment, other negative consequences. On this background it’s especially pleasant to see the increase of trust to the cooperative movement from the citizens of different countries. It’s necessary to use this trend to consolidate our position, to understand where we should move the cooperative economy and how to promote the cooperation in the countries, where there is no clear understanding about what it is.

             Today the consumer cooperation in Russia implements the social function of national importance, – noted Nadezda Gerasimova. After the announcement of greeting from the party «Edinaya Rossiya» and the State Duma, she emphasized that consumer cooperation had the opportunities to extend its activity, and that lawmakers will favor it.

             The meeting of the General Assembly of the Cooperatives Europe in Moscow highlighted the substantial contribution of the Russian consumer cooperation in the development of the international cooperative movement. These were the words of the First Deputy of the Russian Prime Minister Viktor Zubkov, which were proclaimed on the cooperator forum by the Deputy Minister of Agriculture Alexander Petrikov. Viktor Zubkov also emphasized that today the Government successfully solve the ambitious tasks on the increase of the life-quality of the rural communities, and that in this aspect the consumer cooperation render the unvalued assistance.

             According to the speech of Alexander Petrikov, Russian cooperators today solve not only the economic problems of farmers, contribute to the production of the high-quality agricultural products, increase the competitiveness of the agricultural sector and the level of employment as well as the incomes of the villagers, but also help to preserve the village itself, its ways of existence, social culture; assist to form the civil society on the village territories and protect the rights of the villagers. In this connection the Government stimulates the support of all types of the cooperation, in particular – the consumer cooperation. One of the examples – in 2006-2010 to the needs of cooperators there was granted 15.5 millions in the form of the subsidized (short-term) credits.  On the agenda was the question on the granting of the subsidized investment credits.

             With an interest the Assembly listened to the speech of the Chairperson of the Board of the Centrosojuz Liudmila Zaytseva. One of the key messages of her speech was that: to better understanding the up-to-date status of the consumer cooperation in Russia and all its goals, it is necessary to take into account all its 180 years history. In the 90-th of the previous century and at the beginning of the new one, there were established such cooperative organizations as The Association of the Farm Enterprises and Agricultural Cooperatives, The Union of the Agricultural Credit Cooperatives, The Union of the Agricultural Consumer Cooperatives, Nonprofit Partnership of the Common Production Cooperatives, Agro-Industrial Union, The Organization of the Auditing Unions for the Agricultural Cooperatives and etc. They are consolidated in the frameworks of The Association of the Cooperative Organizations of Russia (ACOR). The president of the Association – is the Chairman of the Council of The Centrosojuz Evgeny Kuznetsov. This is to highlight the high level of the reputation of consumer cooperation, to point on its most structured and dominated cooperative system.

              Liudmila Zaytseva marked that consumer cooperation of Russia analyze the experience of the European colleagues, in particular, the experience of the cooperative reforms in Hungary, Bulgaria and Slovakia. However, Russia preserves all the traditional kinds of activities and will stress more attention on the social, but not always economically effective activity.

              – We can not leave the Village! – she said.

              Today the consumer cooperation of Russian is: about 3 thousand consumer societies, more then 4 millions of partners, 260 thousand of workers. Its priorities are described in the Conception of the Development 2015. They are – preservation and development of the consumer cooperation as the single, powerful and original system; enforcement of the positions on the traditional markets; modernization and integration into the innovational economy; increasing of the prosperity of the villagers; development, basing on the effective collaboration with the government authorities.

              The consumer cooperation needs to increase sizably the volumes of the production, to establish the single operational chain: agricultural production – processing – trade. This goal for the consumer cooperation – is the priority assigned by the Government.

              The second priority – is the fair trade. The consumer cooperation works with the most unguarded citizens – the villagers, and so has to tackle with the competitors – large-scale distribution networks.

              The other important goals connected with the promotion of the cooperative movement and full-fledged development of the human resource potential of the system.

              Liudmila Zaytseva also emphasized that to have success, we have to equalize the conditions of the governmental support, which are mostly different in the present time. It is also important to strength the collaboration of the cooperative organizations in the framework of ACOR and The League of the National (Republic) Unions of the Cooperative Organizations of the Consumer Cooperation Commonwealth of Independent States.

              She, as well, noted the role of the unique system of the cooperative education, existing only in Russia. Because of its multilevel persistent structure, Russian cooperation has the reserve of modern, well-trained specialists.

              The Chairperson of the Board marked the importance of the collaboration within the International Cooperative Alliance. Some links had been broken, and had to be renewed; and with the new Chairman of the Council of the Centrosojuz, this activity had been increased. For the Russian cooperation it’s very important and useful that Evgeny Kuznetsov became the one of the Member of the ICA Board.

              Another crucial priority for the cooperation – is the implementation of the social mission, - noted Liudmila Zaytseva.

              «I believe that today, the mission of the cooperation – is to be the conductor of the social-economic policy of the Government in the countryside; and we will make the conditions for the people self-employment, the new job opportunities, increase the availability of services. We continue to supply of provisions to the hard-to-reach and low-populated regions, where won’t go any distributing network. We also continue to improve the level and the quality of the people’s life».

              On the 4 workshops in the framework of the Assembly cooperators from different countries exchanged the good practice of their activities, realization of the economic projects, modernization, and reformation of the national cooperative systems in the whole. 31 May, after the summing-up the results and the speech of the Co-Chairman of the Cooperatives Europe E.Pflimlin regarding the plans on the International Year of Cooperatives 2012, the General Assembly had closed its session.

              European cooperators discussed the Development Strategy 2011

           The perspectives of development of the European Cooperative business-model and the preparations to the General Assembly of the Cooperatives Europe, which will take place in Moscow in May 2011, was discussed on the Board Meeting of the association 13 of April in Brussels. The Chairman of the Council of the Centrosojuz of the Russian Federation Evgeny Kuznetsov and the Chairperson of the Board Liudmila Zaytseva took part in the Meeting.

             The speeches of the members were focused on the strategic priorities of the cooperative development in 2011, the set up of common goals for all the members of the Cooperatives Europe in their connection with the increase of the efficiency of the cooperative business-model. Also the questions of budget regulation and the ways how to achieve the financial stability and growth were discussed. The key topic of the Centrosojuz delegate speeches was "The Russian approach to the cooperative development".
              The special attention on the Meeting was given to the preparation to the Meeting of the General Assembly of the Cooperatives Europe, which is planed to take place in Moscow 30-31 of May 2011. Particularly, in the frameworks of the General Assembly it’s planed to organize 4 workshops with the common topic: "Facing Europe’s economic and social challenges: The cooperative way". Each seminar will focus on the certain direction of the cooperative development in the up-to-date economic and social realities. The Cooperative business-model can solve the number of the important problems of the modern world. The model shows its stability during the period of crisis, and today this experience could be extended on the different spheres of economic activity. However, it’s necessary to describe the main characteristics of the cooperatives in the modern world, and then to establish on this base the effective relations with other subjects of the economy. It is the key question of the first workshop.

              The second workshop is devoted to the analysis of the good practice of the cooperative enterprises development. In the frameworks of the discussion the participants will raise the concrete problems of the cooperative business in the development process; they also discuss the different business-models, used by cooperatives.

               On the third workshop the attention will be focused on the cooperative communication with the legislation and executive powers, and the advocacy of the cooperative ideas on the political level. The forth workshop supposed to be the platform for discussions on the innovations in the cooperative sector. It also becomes the base for the exchange of good practice in the social innovations, the discussion of new ideas of the cooperative sector development and the introduction of the new spheres of business.

               Release of Anniversary Medal

               The Medal on «The 180 Anniversary of the Consumer Cooperation in the Russian Federation» was established in the connection with the anniversary celebrations by the resolution of the Centrosojuz Council on 3 of March 2011.

              The workers of the consumer societies, the associations-members of the Centrosojuz of Russia, and also the employees of the trade union organizations of the Centrosojuz system will be awarded by the Medal for their substantial contribution in the development of the consumer cooperation, enforcement of the cooperative identity, and increase of the financial and economic activity.

              Also this prize could be received by the citizen, who though don’t work in the system of the consumer cooperation or Centrosojuz, but at the same time work close with the consumer cooperation and contribute sizably in its development and in the joint collaboration to solve the social problems of the country side.

          The decision of the award will be taken by the Presidium of the Council of the Centrosojuz, basing on the candidates, offered by the Councils of the region consumer associations or by the Russian Council of the Trade Union for the consumer cooperation and enterprise workers.

On February, 9th, 2010 Evgeny Kuznetsov, chairman of Centrosojuz Council of Russia,  has taken part in the expanded session of the Commission on work with public associations of the All-Russia political party " United Russia "

The head of the Central Union of Consumer Societies has told to participants about the new public project which the Party has prepared together with Centrosojuz of Russia. The project provides modernization of  trading-consumer services system in a countryside. In 2010 in seven regions of the Russian Federation, namely in the Ulyanovsk, Saratov, Rostov areas, and also in Republics Mary El Mordovia, Chuvashiya and Udmurtiya Centrosojuz plans to open about 200 people's shops under a brand " COOP TORG ".

Rural supermarkets will be created on the basis of existing trading networks. Except for foodstuff trade  in shops social service will be provided.

Creation of a united cooperative trading network also will allow to set up a work on purchase, processing and realizations of domestic agricultural production.

Within the realization of the party project "United Russia" and Centrosojuz are planning to start modern mobile shops which will deliver production to remoted settlements and to accept orders  on personal services from the population.

On February, 10th, 2010 in the Ministry of Agriculture of Russia took place session of Council on small and medium enterprises

One of the main theme of the session is creation regional agro-industrial parks which will allow to solve in a complex questions of production and sale of agricultural production of the Russian producers.

Alexandr Petrikov, the deputy minister of an agriculture of Russia, has noted, that it is necessary to consider potential Centrosojuz of Russia in realization of this project .

There are about four thousand consumer cooperative societies which conduct procurement, processing and realization of agricultural products in Centrosojuz of Russia .

Evgeny Kuznetsov, Chairman of Centrosojuz Council, taking the floor, has paid attention on necessity of prime state support to already existing production basis of Centrosojuz. 

The Central Union of Consumer Societies is ready to offer today the complex program on improvement of system of procurement, processing and selling of agricultural production on the basis of potential of consumers' cooperative society. The project of the program has been developed according to assignments of the President of Russia Dmitry Medvedev about fuller use of potential of cooperatives.

Centrosojuz of Russia suggests to develop integration of small forms of economies with consumer societies. The president of Centrosojuz has paid attention to the members of the Council to  the necessity of equal support of agricultural and consumer cooperatives. On results of the meeting it was instructed to departments of the Ministry of Agriculture of Russia to work a question on participation of the organizations of consumers' cooperative society of Centrosojuz of Russia in actions on development of an infrastructure and logistical maintenance of the agricultural foodstuff  market of the country.

On February, 12th, acting at 21 congress of Association of country (farmer) economics and agricultural co-operatives of Russia, the first vice-premier Victor Zubkov has confirmed, that the Government of Russia will work in a direction of creation of the agricultural markets in each city and municipal formation

Creation of such market, has noted Zubkov, appears among other in a number governmental "assignments on development of united cooperative system of procurement, processing and selling of agricultural production".

So that the Russian farmers could further increased its production there is need to develop infrastructure on processing agricultural products and its realization in cities.

Evgeny Kuznetsov, Chairman of the Centrosojuz Council  considers, to create a modern infrastructure of trade in agricultural products quickly and with the least expenses is possible on the basis of potential of consumers' cooperative society.

"Within the system of consumers' cooperative society more than 300 markets on all country operates today. The problem of consumer cooperatives is to reduce a way of the foodstuffs from a field up to a counter, excepting unnecessary parts", - Evgeny Kuznetsov has noted.

In Сentrosojuz of the Russian Federation are summed up the results of activity of the organizations of consumers' cooperative society in 2009. On results of the last year the cooperative organizations of Centrosojuz of the Russian Federation have increased a total volume of activity up to 206,5 billion roubles. It is on 3,5 billion is more, than in the past  year

For last year by the organizations of consumers' cooperative society in retail trade it is sold the goods on 144,3 billion roubles. Realization of articles of foodstuffs was prevailed, its share in a turnover of retail trade has reached 76 percent, in comparison with 74,5 percent in 2008.

The turnover of public catering has made 12,1 billion roubles. Development of own production of public catering has reached 9,4 billion roubles that has made 78 percent in relation to a turnover of public catering. In 2008 this index was 72 percent.

In 2009 to the population it is rendered paid services almost on 4 billion roubles, including household services on 489 billion roubles .

The cooperative organizations was bought agricultural products and raw material on 17,3 billion roubles, including 77,5 thousand tons of meat, 200 thousand tons of milk, 218 thousand tons of a potato and fruit-and-vegetable production. However the cooperative organizations did not manage to exceed volumes of purchases of the last year.

The volume of  production for 2009 amount 19,2 billion roubles, including  foodstuffs on 18,4 billion roubles. It was produced above 550 thousand tons of bread and bakery products, from above 15 thousand tons of sausage products, 39 thousand tons of confectionery products, 39 million of  caned food (conditional cans), almost 7 million decalitres of soft drinks. It is made semifinished goods on 1,9 billion roubles.

The economic crisis has influenced the work of the cooperative organizations. However, as a whole on system of consumers' cooperative society profitable work of all fields of activity is provided.

Delegates V of Congress of Noncommercial partnership « Association of the business organizations of Russia (OPORA) » on March, 1st have discussed results of work of the organization and have elected directing bodies

Sergey Borisov, the president of Noncommercial partnership, at the report-elective congress was elected for new four-year-old term. 

Chairman of Centrosojuz Council of Russia Evgeny Kuznetsov among other representatives of branch associations again was a part of Board "OPORA ".

Since 2006 with participation of enterprise community the important legal norms adjusting activity of small and medium business were accepted, a number of necessary amendments was brought in the current legislation, were solved organizational questions of development of small and medium business.

A number of the norms improving conditions of activity of the small and medium business enterprises, were accepted under initiative of Centrosojuz of Russia in active cooperation with enterprise associations in structure of "OPORA". In particular, the Law releasing payers of the United tax to the made income of obligatory application of control-cash technics was passed, the norm about increase up to 60 million roubles limiting the size of the income was accepted at application of the simplified rate of the taxation. Together with the Russian Guild of bakers and confectioners  Centrosojuz of Russia work on a cancelling of certification of bakers and confectionery manufactures, and also a cancelling of licensing on running of explosive and fire-hazardous  objects to which the baking enterprises concern is related.

 Evgeny Kuznetsov, Chairman of the Centrosojuz Council of Russia, has taken part in the First congress of the Russian milk manufacturers on March, 3rd 

The main theme of congress became discussion of stabilization of the Russian market of milk and measures on development of dairy branch on the basis of cooperation of milk producers and processors

To solve these problems as participants of congress consider, it is possible on the basis of cooperation of milk producers and processors. A first step in this direction is signing within the framework of congress of the agreement on the general principles of cooperation. The document as it is supposed, will define reference points of pricing on crude milk.

Questions of increase of a production efficiency of milk including the conclusion of the long-term agreement between producers and processors of crude milk were discussed at meeting with the First vice-president of the Government of Russia Victor Zubkov on February, 18th. At meeting also it has been certain, that the Ministry of Agriculture, other federal enforcement authorities with participation of Centrosojuz of Russia and other branch associations will handle the development of a complex of concrete measures on regulation of the market of milk in view of cooperation of producers and processors.

Evgeny Kuznetsov, Chairman of the Centrosojuz Council has noted, that the organizations of consumers' cooperative society conduct not only purchase, and also processing and realization of milk products. So this operating system quite can become a basis for the further cooperation of milk producers  and processors.

Today on all country operates more than three thousand consumer societies. In sphere of their service there are almost 90 thousand settlements, including 54 thousand settlements where less than 100 person lives. 

On results of 2009 by the organizations of consumer cooperatives it is bought from the population almost 200 thousand tons of milk products. Processing of the bought crude milk is conducted, including, and on own 43 processing enterprises. It is realized ready dairy production through a network of cooperative shops, the markets and fairs.
